(3) the management of investment, land supply, environmental impact assessment, energy conservation assessment, quality supervision, safety supervision and financing of enterprises and projects shall be in accordance with the conditions of this specification. Enterprises and projects that do not meet the requirements of this specification will not be supported by relevant policies such as aviation and logistics transportation of related products, export tax rebate and domestic application support.

(4) enterprises voluntarily prepare application materials in accordance with the conditions of these specifications, and submit them to the Ministry of industry and information technology through the provincial competent department of industry and information technology in accordance with the territorial principle. The competent industrial and information departments at all levels shall, together with relevant departments, supervise and inspect the implementation of the specifications by local enterprises. 8. Supplementary Provisions
